Atturra Supports Invercargill City Council Go Live With Cloud-Based TechnologyOne HR and Payroll Platform

Approximately 550 employees were part of the first live payroll as the Council replaced legacy systems and advanced its wider Our Council transformation programme.

Atturra, a leading technology services business in designing, implementing, and maintaining IT solutions, has announced the successful implementation and go-live of TechnologyOne Human Resources and Payroll at Invercargill City Council, with the Council completing its first live payroll on the new cloud-based platform in early July 2026.

The first production payroll processed approximately 550 employees and marked the Council’s transition from ageing, separate payroll and human resources applications to an integrated enterprise platform. The implementation forms part of Invercargill City Council’s multi-year Our Council programme, established to modernise core business systems after an extended period of limited investment in enterprise technology. The programme is intended to strengthen organisational capability, reduce reliance on ageing systems and support modern digital services for staff and the community.

Payroll is one of the Council’s most operationally critical functions. Its workforce includes multiple employment arrangements and complex payroll rules, supported by integrations across other diverse business systems. Moving this function required detailed design, configuration, data validation, testing, training and change preparation while maintaining normal payroll operations.

Atturra commenced project initiation in early 2024 followed by planning, design, configuration, testing, training and deployment. The phased approach included an earlier go-live for Invercargill Airport in February 2026, providing a smaller operating environment in which to validate the solution and inform the broader Council rollout.

During delivery, the Council and its implementation partners addressed challenges involving scope, integrations and overall programme complexity through strengthened governance, additional testing and joint problem-solving. Payroll accuracy and business continuity remained the primary go-live criteria.

The go-live gives Invercargill City Council a modern, supported foundation for payroll and human resources and improves the connection between these functions. The immediate milestone is the accurate completion of the first live payroll. Benefits including improved reporting, more streamlined processes and stronger internal capability are expected to develop as the Council embeds the platform and continues optimisation work.

For other councils considering a similar transition, the project demonstrates the value of treating payroll modernisation as an operational change programme rather than a standalone software deployment. A phased rollout, clear governance, extensive testing and strong ownership from internal subject matter experts were key elements of the approach.
